R30-4-5. Quorum and Voting

(1) A majority of the members of the advisory board constitutes a quorum for the transaction of business. (2) An appointed member may send a representative to a meeting, but the representative may not vote in place of the member. (3) A quorum must be present for business to be voted upon. (4) Business shall be transacted by a majority vote of those present. (5) A majority of a quorum constitutes a decision by the board. (6) Abstentions do not count as support or opposition to a motion and do not impact the count for a quorum.
