A. Each CO 2 budget source shall have a permit issued by the department pursuant to 9VAC5-85 (Permits for Stationary Sources of Pollutants Subject to Regulation). B. Each CO 2 budget permit shall contain all applicable CO 2 Budget Trading Program requirements and shall be a complete and distinguishable portion of the permit under subsection A of this section.
