ECEAP contractors must: (1) Develop and provide the following comprehensive services to enrolled children and their families: (a) Early childhood education; (b) Family support to help families overcome the extreme stresses of poverty by improving focus, planning, and decision making; (c) Parent involvement, including: (i) Options for participation in their children's classrooms; (ii) Program policy decisions; (iii) Service delivery system development; and (iv) Parent education and training; and (d) Health screenings, including information and referrals for: (i) Medical; (ii) Dental; (iii) Nutrition; or (iv) Mental health; (2) Comply with their contract, performance standards, and policies when providing services; and (3) Obtain written approval from the department before implementing exceptions to the: (a) Rules in this chapter; (b) ECEAP contracts; (c) Performance standards; or (d) Policies.
