Purpose. Purpose. The purpose of this subchapter is to establish procedures, in cooperation with other federal and state agencies and governmental units, for addressing unacceptable practices through the issuance of a notice of discharge or WPDES permit under s. 281.16 or ch. 283 , Stats. Animal feeding operations with fewer than 1000 animal units that have unacceptable practices are subject to this subchapter.
