§45-30-1. General. 1.1. Scope. -- This rule provides for the establishment of a comprehensive air quality permitting system consistent with the requirements of Title V of the Clean Air Act, and provides for a transition period prior to the implementation of the permitting system. All fees collected pursuant to this rule shall be expended solely to cover all reasonable direct and indirect costs required to administer the Title V operating permit program and accounted for in accordance with this rule. 1.2. Authority. -- W. Va. Code §22-5-1 et seq. 1.3. Filing Date. -- April 21, 2003. 1.4. Effective Date. -- June 1, 2003. 1.5. Former Rules. -- This legislative rule amends 45CSR30 “Requirements for Operating Permits” which was filed June 21, 2001, and which became effective July 1, 2001.
