PURPOSE AND OBJECTIVE (D-3) The purposes of the D-3 zone are to promote high-density development of commercial and mixed uses in the eastern portion of the District’s traditional downtown and, through height restrictions, to respond to federal concerns for the security of the nearby U.S. Capitol and Union Station.
