SEC. 409. AUTHORITY OF THE DIRECTOR OF NIH. Section 402(b) of the Public Health Service Act (42 U.S.C.282(b)) is amended— (1) in paragraph (11), by striking “and” at the end thereof; (2) in paragraph (12), by striking the period and inserting a semicolon; and (3) by adding after paragraph (12), the following new paragraphs: “(13) may conduct and support research training— “(A) for which fellowship support is not provided under section 487; and “(B) which does not consist of residency training of physicians or other health professionals; and “(14) may appoint physicians, dentists, and other healthcare professionals, subject to the provisions of title 5, United States Code, relating to appointments and classifications in the competitive service, and may compensate such professionals subject to the provisions of chapter 74 of title 38, United States Code.”.
