BOSTON HARBOR AND ADJACENT WATERS.
SEC. 513. BOSTON HARBOR AND ADJACENT WATERS. (a) Grants.—The Administrator shall make grants to the Massachusetts Water Resource Authority for purposes of— (1) assessing the principal factors having an adverse effect on the environmental quality of Boston Harbor and its adjacent waters; (2) developing and implementing a management program to improve the water quality of such Harbor and waters; and (3) constructing necessary waste water treatment works for providing secondary treatment for the areas served by such authority. (b) Federal Share.—The Federal share of projects described in subsection (a) shall not exceed 75 percent of the cost of construction thereof. (c) Emergency Improvements.—The Administrator is authorized and directed to make grants to the Massachusetts Water Resource Authority for a project to undertake emergency improvements at the Deer Island Waste Water Treatment Plant in Boston, Massachusetts. The Federal share of such project shall not exceed 75 percent of the cost of carrying out such improvements. (d) Authorization of Appropriations.—There is authorized to be appropriated $100,000,000 to carry out this section for fiscal years beginning after September 30, 1986, to remain available until expended. Such sums shall be in addition to and not in lieu of any other amounts authorized to be appropriated under title II of the Federal Water Pollution Control Act.
