Sec. 209. Section 7 of the Abraham Lincoln Bicentennial Commission Act, Public Law 106–173, is amended by adding the following new subsections: “(f) Gifts.—The Commission may, for the purpose of carrying out this Act, accept and use gifts of money, property, and services, and, notwithstanding section 1342 of title 31, United States Code, may accept and use voluntary services as the Commission deems necessary. “(g) Detail of Federal Employees.—On the request of the Commission, the head of a Federal agency or other Federal appointing authority may detail, on a reimbursable or nonreimburse able basis, any of its employees to the Commission to assist the Commission in carrying out the duties of the Commission under this Act. Any such detail of an employee shall be without interruption or loss of civil service status or privilege.”.
